This table captures historical snapshots of the Stellar network’s configuration settings. It unpivots the individual setting columns from the config_settings table into one row per setting per change, and tracks the validity of each value over time.Each row represents a specific setting related to transaction limits, ledger constraints, fees, and other network parameters. The valid_from and valid_to timestamps identify when each setting was active.

setting_value	The numeric value associated with the configuration setting. This value represents the active limit, fee, or constraint set by the network.	INTEGER	Yes
